I think maybe Google Safe Browsing is probably a factor in the OP's case.
Turned off Google Safe browsing and tested few more sites picking them at random from PhishTank. In all cases McAfee failed to show notification in Chrome. But showed notification in Firefox and IE 11. Please note that there is no functional difference between browsers in Windows 7 and 8.
I have tested and found this issue on Chrome 56.x running on Windows 10 64Bit.

I spoke to the WA team and got 2 pieces of information
1) we were correct that the Google Safe Browsing detects the site before WebAdvisor can.
2) regarding your statement above, you are correct. This is indeed a defect - it was recently discovered and has already been fixed in an updated Chrome extension which is being released on a slow throttle basis.
