Use Google (or another search engine). Search for information about the website and the program.

Then go to https://www.virustotal.com/documentation/searching/ and find out if the URL or program have been submitted for testing; read any reports carefully, looking for signs of malware.

Go to http://www.mywot.com/ and see what other people have to say about the website.

See whether the site has been flagged by Google as safe/dangerous : go to http://www.google.com/safebrowsing/diagnostic?site=  < add site name here, eg mcafee.com>

Use SmartScreen Filter in IE to check the website.

If in doubt, do not download any file that might be suspicious.

If you must download something, IE's SmartScreen Filter will check it for known viruses as it downloads. Firefox also checks downloads for viruses. After it's downloaded don't run it until it's been submitted for testing by VirusTotal (https://www.virustotal.com/).
