Windows defender has been turned off and isn't monitoring your computer: if you're using another app to check for malicious or unwanted software, use action center to check that app's status. I can't access my windows update, spyware and unwanted software protection and internet security settings. Before i can access it, now i can't even though i uninstall it as you can see on my display picture.
Why can't you access those settings - do you have any error messages?

Can you try the below step and check your screen is come back to normal
Press and hold the key CTRL & ALT keyboard
Press the Up Arrow key
Check your computer screen coming back to normal
In regards to the other issues please attach the error screen shots
Is this Windows 8? Windows Defender on 8 contains an antivirus and should therefore remain off (in fact you wont be able to turn it back on even if you try). On other systems WD is turned off by the installation of McAfee but may be turned back on if you wish.
I edited your picture for clarity by the way. Find and learn how to use the Snipping Tool, it's an invaluable tool for grabbing screen images.

No error message, only when i open up windows defender my computer can be controlled by someone randomly popping websites and locking my computer please help on what to do and i recently just fully clean my drive.
What operating system and service pack is this? Is it totally up to date in ALL aspects including any you may not use such as Internet Explorer?
Did you uninstall McAfee, if so what McAfee software was it before?

OK there is no service pack for Windows 8 so don't worry about that part of the question. As I said earlier, if McAfee is installed & operating normally then Windows defender is turned off and must remain off. You should not even try to start it up because running two antivirus applications at the same time is very dangerous. Windows Defender in 8 is not the same entity as that found in 7 or Vista.
So is McAfee reporting that it is OK?

Then get an independent forum to analyse either a Hijackthis log or a DDS log.... as outlined in the last part of the last link in my signature below. But try Malwarebytes Free and Stinger first to make sure nothing is running that shouldn't be.
