The subject says it all. This is a new Dell computer (Windows 8.1) and LiveSafe hung at 99 percent.
As an afterthought I ran chkdsk and there were no issues there.

I haven't yet done a second full scan, it's late here and I'm gong to bed but I do have a suggestion.
I jumped through your hoops and when I went to right click on the downloaded file (in Firefox), the option to run as Administrator was not there. I had to drag that file to the desktop in order to do that. You might want to pass that on in your set of instructions.

I might add, when going to the (Downloaded File) in Internet Explorer 11 .I have no issue in running as a Administrator.
I went ahead and did a full scan; it completed.
Problem solved, one way or another.!
