Epolicy and AV8.7 patch1

I can push out AV8.7 patch1 to all my XPSP3 clients, using Epolicy 3.6.1 w/agent 4. I can push out the agent 4 to my 2003 SP2 server fine, but when I try to push out AV8.7 patch 1 to the server I get this error:

I have rights so its something else. any help????
