Has anybody out there had any problems accessing program permissions? The reason I am asking is I get as far as firewall then settings but all that does is shut off the firewall. in which case I immediatley turn back on. On the settings page I donot see the program permissions anywhere. I followed the steps in help but there is no permissions button. I have a hp pavillion windows 7 64bit computer with McAfee Antivirus plus installed, but I can't change permissions on my programs. Help!!!

So your firewall settings do not look like this? I have seen 1 other post re this i think a reinstall fixed it.
If nothing shows best to assume you have a corrupt install so try a clean uninstall

reboot and run
http://download.mcafee.com/products/licensed/cust_support_patches/Mcpreinstall.exe
and reinstall from your account.
Before you try this you haven't another AV or firewall installed or had 1 before. If so you need to remove same by their own removal tool.
Before installing the 2011 version you need to removal all other malware software ie Malwarebytes. It will mess the install up. You can reinstall same after mcafee.

No problem glad to assist. Out of interest was this a new install that caused the issue or an upgrade to the 2010 version?
