"I/O Other" is what shows up on mine as Page Swaps. mcshield is frantically moving data from disk to memory and back again. That really will slow you down if it gets too frantic.
System specs play a part here, and so do versions of relevant system drivers.
Drivers first : have you got the latest version of drivers from Microsoft, from your OEM and/or from the manufacturer of your hard disk?
System specs - I don't know where Vista would store these. In any case I find that Speccy gives all the information about my system that I could possibly need, so try installing that and examining what it tells you. Go for the free version - http://www.piriform.com/speccy
Also, how much memory have got installed? McAfee struggles with less than 1.5 gigabytes (or even less than 2 Gb).
FYI in Vista, full system information is available under Start > All Programs > Accessories > System Tools > System Information.

Though no where here have you indicated that you tried a clean reinstall of Mcafee. Might be worth a go following

reboot and run

and reinstall from your account
If Mcafee warns re malwarebytes etc say skip or maybe runinstall them and reinstall later.
