Even if youi tried that before, it's your best bet.

Service pack is one of the reason for that McAfee update that makes the programs think that the machine is never rebooted. Not to forget, that you mentioned there were 20 updates available; but unable to install - This would result later, creating a problem in future updates.
So probably , getting all the windows updates to machine would solve the problem.

Computers that repeatedly prompt to be restarted after an update might contain an unrequired registry key. Removing this registry key will resolve the issue. During the update process, a registry key might remain after the update cycle is complete. In this situation, the update service may continue to request a system restart.

Please un-install and re-install McAfee.

Yes, Peter , , , This batch tool goes ahead and remove that pending registry key ; But we do not see much of this instance on win 7. . .Also, I had mentioned this step along with this utility on my #2 post to starreyed and he has tried it either it seems. . .
