I contacted Technical Support Chat ... took a total of 3 hours to fix ... looks like it was something in advanced IE settings.
Just resetting IE connection settings was not enough.
Now it works.

Alright I am a new customer on a 6 month trial from Facebook.
I downloaded DMsetup.exe exactly the same way on both of my machines. (Firefox Download)
Machine 1:
OEM System
Windows 7 x64 Ultimate Signature Edition
AMD Athlon X2 Kuma
MSI K9N2 SLI Platinum
4GB DDR2
447GB Total HD Space
Machine 2:
Lenovo Thinkpad T61p
Windows 7 x64 Ultimate Signature Edition
Intel Core 2 Duo T7500 2.2GHz
4GB DDR2
93GB Total HD Space
On Machine 1, everything went flawlessly, Desktop is on ethernet connection.
On Machine 2, however, everything went wrong. Laptop is on wifi connection and I get the "cannot download error".
Troubleshooting steps.
Reset IE8 Advanced Settings
Reset Windows Firewall to Default
Tried connecting via Ethernet (I have internet connectivity)
Tried connecting via WiFi (I have internet connectivity)
Checked IE8 Settings (SSL 2.0 [Enabled], SSL 3.0 [Enabled])
Cleaned Temp, Temporary Internet Files
Restarted.
Ran Mcpreinstall.exe.
The above steps have not given me any sort of resolution and thus the reason for my post.
Both systems have exactly the same profile settings (Windows Easy Transfer).
While I wait for a response I am going to check to see if both systems have the same C++ redistributables and troubleshoot further, any help would be greatly appreciated.

Well I seemed to have solved it on my own.
Here we go, these are my steps for Machine 2 (Lenovo T61p).
Restart in Safe-Mode with Networking
Delete Everything in Temp Directory Start->Run %Temp%
Delete Everything in Prefetch Directory C:\Windows\Prefetch
Run Mcpreinstall.exe
Run DMsetup.exe (While in Safe-Mode)
It is not recommended to delete files in your Prefetch folder and I only do so because I am aware of what the Prefetch folder does. Please only try this at your own risk.
Thanks seems might have been a corrupt file there maybe.
