Smart Advice set to "Ask me to decide" McAfee FW continues to automatically decide

As stated, Smart Advice in McAfee FW (version 15.0, Build 15.0.169) is enabled and is set to "Ask me to decide".  McAfee Smart Advice continues to automatically decide on my behalf.

McAfee virtual technician has been run and no issues found.  McAfee has been removed, the McAfee removal tool used and then reinstalled.  Smart Advice continues with the same behavior.

This occurs on a Win 7 Pro (64bit) OS.  Win 7 is up to date.
