While we can appreciate everyone posting to the 'McAfee Community', if one whom has this issue contacts Technical Support, and record your 'Service Request' number. It goes a long way towards a resolution of this issue.
Also, you stated you (Did Not) have 'Net Guard'?
Kindly open your McAfee User Interface > Navigation > Firewall > Internet connection for Programs. You should see that you indeed have 'Net Guard'

This is probably a red herring, but in McAfee.com consumer support FAQs there is a (very old, I think) post which blames Bonjour service for a similar? lack of internet access. See

On the off chance that this still applies, I disabled Bonjour and enabled NetGuard about 22 hrs ago. EasyNetMonitor shows no problem yet. I'll report back after a couple of days.
BTW the post says you have Bonjour if you've installed Apple iTunes- maybe so- but Bonjour came pre-installed on all three of my computers; different ages, different manufacturers, different OSs, no iTunes.
Good detective work! Yes Bonjour service did cause problems on some machines, but not others. That was quite a while ago as you said.

Use these steps if your product is installed, but the product performance is extremely slow:
IMPORTANT: Save any open work before running McLogCollect. When you run McLogCollect for the first time on a 64-bit operating system with the Collect Performance trace option enabled, the tool will prompt for a reboot.

Yes - don't forget to disable verbose logging afterwards as it will run forever otherwise and eventually fill your drive up - yes I found that out a long time ago when I didn't read ALL the instructions carefully.
