How to enable localhost in firewall

I need to be able to reach the localhost IP with a custom port from a web browser for a hardware interface driver.  How do I enable this?  I've tried enabling the port and the application and that has had no effect.

I have McAfee Total Protection 16.0 R46 using Windows 10 professional.

TIA
