with windows manager you can block it and also check https://www.mycountrymobile.com/blog

I actually have the same sort of problem, I want to be able to block a port just for test purpose.

We use a remote assistance tool that uses a specific port, and I want to block that port to test if I can make a workaround or give the customer a notification why the program can't connect.

But if I add the rule to open this specific port and then disable it, like you mentioned, it doesn't appear to be blocked at all. Any help would be appreciated.
