Firewall Keeps turning off by itself

As many other people have already posted - Over the last 4-5 days my firewall keeps turining itself off.  I'm not very technical but have tried to follow some of the advice given to others.  My laptop runs windows 8 when I tried to check the Windows Firewall I can't apply recommended settings as when I try it comes up with "error code 0x80070424". Can anyone offer advice on what has happended and what I should do to sort this out bearing in mind my absolute lack of technical ability??

Thanks

First is your Base filtering engine and windows firewall service present running and automatic? Go to start run and type services.msc and see.
