My daughters iPad Mini is showing this same problem. The only apps that are showing are like clock, settings, videos, etc. The basic apps. Everything else isn't showing.
I found another post (https://community.mcafee.com/t5/Parental-Controls/SafeFamily-Client-doesnt-come-out-of-screentime-re...) that suggests to turn off the screentime restrictions and see if the apps show up. Sure enough, when I turn off the screen time restrictions the apps show up. Kind of makes the whole app useless doesn't it. Apparently this was a bug back in April of 2017. Almost 2 years ago. The bug from 2 years ago has been regressed. Either there's no testing or no documentation for why changes were made.
I checked and the Safe Family app was updated on March 7th, yesterday. That explains why she came to me today to complain about it.
Hopefull someone from Support is monitoring this and will respond saying that they have escallated it to the development team as a Priority 1 bug and they will get it fixed right away. This issue renders the device useless and the work around renders the app useless.
