Mojave and Total Protection: live scan and firewall remain disabled

Hi

neither live scan nor firewall can be enabled on Mojave. There is always the warning stating that the system is not protected and those services are disabled.

The problem is related to SIP (System Integrity Protection). If i disable it, everything is fine but I'd prefer to keep the SIP enabled.

How can I overcome this issue?

Is the problem present also on Catalina?

Do you suggest to disable the SIP for the time being? Otherwise I don't have any protection.
