Firewall > Internet Connections for Programs is not blocking network access

I have set up a program (SciTE4AutoHotkey.exe) to the LifeSafe block list (Access==Block, Net Guard==On) but the program still has access to the net (it is able to get update information).  What is wrong?

To clarify, the dialog shown in my above post appears always when the app is run/started (from it¨s taskbar button).
