i don't know if it's further complicated or excused by the fact that Virtual Technician seemed to be left after my Uninstall and I removed those files on their own prior to running the UNINSTALL tool. Also, I've attempted multiple installs and this error is from two days ago. I've run multiple chkdsk's since then and made several install attempts.

After running it run the MCPR file : http://download.mcafee.com/products/licensed/cust_support_patches/MCPR.exe

Then try to install McAfee once again after a restart.,

Yes, if IOBIT Advanced System Care is a security software that has VirusScan or Firewall, it may block McAfee installation.
Using more than one security software will cause them to conflict each other. They may work initially, but problems may start later.
They cannot be completely disabled untill they are not uninstalled from the computer. Even if you disabled them the real time protection will be working Under these cicumstances we recommend you to uninstall those softwares and try to reinstall McAfee.

IOBIT Advanced Systems Care.... btw..... is a first-class program that I'll reinstall immediately. quick uninstall, quick install, tons of tools.... never a single problem like this. I only wish it had an anti-virus. McAfee has now cost me three days of my time and is still useless. Not to mention I now have to reinstall all the programs they made me uninstall that actually DO work, whether McAfee likes it or not.
so i just finished running an online virus scanner. funny, it found 13 INFECTED FILES.
so WHY have i spent the past 3 days trying to reinstall a virus protection software that not only ALLOWED files to become infected but also couldn't find them or fix them???

oh, and by the way, it STILLLLLLL won't install.
