If there is a "pop-up" protection in Internet Security Suite 2010 how do I tun it off?
What kind of pop-ups? Regular ones are covered by browser settings usually assuming you are up to date with the latest version of browser, also some toolbars such as Google have that feature.
McAfee alerts can be controlled by opening SecurityCenter (double-click or right-click the taskbar icon).
Click Navigation (top right)
Click General Settings and Alerts (middle left)
Expand the sections by clicking on them and click Apply after changing whatever it is.

I am aware of the "pop-up" controls in IE8 however, an "MVP" at the MS forums thinks my problem is from some virus or security program interfeering with
my ability to acces certain links especially those that are supposed to open in a separate window.

If you have Google Toolbar installed -
Google toolbar is a very strong popup blocker. usually when i remove this toolbar from the control panel, all my unwanted blocking go away. Google toolbar needs more attention than others so if you want to keep it... then you should check the white/black list to maintain it
