I think I remember that thread you can try disabling it either in teh firewall settings or in the internet connections for programs feature also in the firewall area. Saying this my netguard is fully active.

Explanation

Block a program from connecting to risky sites

Stop attacks from spammers or hackers by blocking certain programs from connecting to risky sites.

If a blocked program tries to connect to a risky site, you'll get an alert that tells you information about the program and the IP address it tried to access.

Open the Firewall settings page.

Click Internet Connections for Programs.

Click Add, then select aprogram. 
To edit a program, select it, and then click Edit.

 Allow the program Internet access.

Under Net Guard, click On. 
If Net Guard is turned off globally for all programs, then you cannot turn it on for an individual program. You must first turn on the feature globally in the Net Guard drawer of Firewall.
