Suggestions for a effective "language-translation" program?

Good afternoon everyone,

     Since there are occasions when I've seen topics posted here (and other sites) in a language other than English which I've often wished I could read (and/or respond to), I wanted to inquire if there are any good, effective, language-translation programs available (either on-line or downloadable).  I would also like to know if any of these programs are free, or would I end up having to expend a significant amount of $$$ to acquire one.

Google Translate:  http://translate.google.com/ if you need to copy and paste a whole bunch of text.

But mostly I use browser add-ons if I just want to translate on the fly - IE9 already comes with 'Translate with Bing' but there may be others.

FF10 - I use gtranslate which uses Google Translate  https://addons.mozilla.org/en-US/firefox/addon/gtranslate/

Chrome:  again I use Google Translate add-on http://support.google.com/translate/?hl=en

I always prefer translate.google.com. The more add-ons you install, the more chance you'll get a software conflict.

By the way if you want to make Google Translate the default in IE that's easy just download it while in that browser: http://www.iegallery.com/gb/addons/detail.aspx?id=738
