I followed up with McAfee Management and this is the response I got...

“The correct way would be to install an English language pack and set this as the user’s language. However, this would require the user to have Vista or Win 7 Ultimate. We detect the user’s preference, which would over-ride the base OS. For example, I have a machine here with 16 users on it, and all have different language settings. The base OS is English, but depending on which user logs in, it will display in that language – from Arabic to Turkish.”

The person I contacted is going to submit a request – “for a future release to have the ability to change the UI language regardless of the Windows version/language pack after install.”
